SRA is calling for proposals for the Sugarcane Research, Development and Extension (RDE) for 2017

and 2018. Funding for the projects comes through the Sugarcane Industry Development Act (RA #10659). The SIDA aims to promote and support the competitiveness of the sugarcane industry,

3. Suitable mitigating and adaptation technologies for climate change. a. Crop damage forecasting and validation assessment protocol (Estimation of Loss in Sugarcane Production Due to Climate Change). b. Development of climate-resilient farming systems e.g., smart farming approaches (integrated farming, ICT application, etc.) and other climate-resilient agricultural production technologies. c. Various studies on greenhouse gases (ghg) emissions in the sugarcane industry. 4. Enhancing delivery of R&D, adoption and practice change through: a. Building or strengthening the capacity of the different stakeholders in the mill districts e.g., MDDCs, planters’ assn./coops to deliver products and services to the target audience. b. Funding of RDE units in SUCs. 5. Capacitate the SRA’s Research and Extension Centers, different mill district offices, and different actors in the industry to improve the delivery of services. a. Equipping of research and training facilities and acquisition, construction and equipping of mill district offices nationwide. b. Capacity-building of sugarcane farmers, farm workers, mill workers and researchers/agriculturists of SRA. c. Sugarcane Academy and/or Training Centers – This is where farmers/planters and technicians will be taught the science of sugarcane production. Trained in production with demo machines. Thus, will be oriented in production and processing of sugarcane/sugar technology. 6. Development of database for socio-economic, policy formulation and research direction. a. Study on small farms (block farms), operational constraints, and required adjustments and interventions in farm management practices, technology adoption and input utilization. b. Study on the establishment of sugar mill agro-industrial economic zones as regional economic hubs. c. Revisiting the extension delivery system in the sugarcane industry. d. Development and Implementation of Multimedia Communication Services for the Sugarcane Industry: A Participatory and Blended Learning, Knowledge Sharing, and Networking Platform among Stakeholders in the Philippines The criteria for SIDA RDE Priorities are as follows: 1) Scientific merit; 2) Benefits to sugarcane farmers and stakeholders; 3) Building human resource capacity and infrastructure in areas relevant to the strategy; 4) Opportunities for collaboration on human resources, infrastructure and research governance; and 5) Avoiding duplication while enhancing collaboration. How to Apply and the Procedures to Follow This Call for Proposals takes a phased-approach. Applicants are required to submit a concept paper first, which will be reviewed by the SIDA RDE TWG for completeness and then the SIDA RDE Committee members as to the quality of the concept papers, value for money, and of the capacity of the applicant/organization. Shortlisted applicants will be contacted with an invitation to submit a full project proposal, a format for which will be sent to the applicant. The rationale outlined in the concept paper cannot be changed by the applicant in the full project proposal, and the estimated total costs should not deviate more than 10% of those proposed in the concept. The full project proposals will be technically assessed by a panel of External Evaluators. Based on the results of the evaluation, the proposals recommended for funding will be presented to the appointed SIDA-RDE Committee members who will select the projects (based on importance of the addressed problem in the sugarcane industry, the impact of the proposed outcome, the generation of new information, and feasibility) for final endorsement to the Sugar Board. Where and How to Send the Applications The complete application form and budget must be submitted in Word and Excel or PDF. Applications must be submitted by email to the following SIDA-RDE TWG [email protected] (Rosalina Tan), cc [email protected] (Lovenessa Calamba); [email protected] marked SIDA RDE 2017 in the subject. Applications sent by any other means (e.g. by fax or by mail) or delivered to other addresses will not be considered under this Call for Proposals. Deadline for Submission of Applications The deadline for the submission of applications is December 8, 2016 (midnight) as evidenced by the date of receipt of submission email. Any application submitted after the deadline will be automatically rejected.
